how to handle officer rotation at size?

I suspect that modern haven and the first repulic (but not between), does the same thing as manticore and evry few years exchanges thier fleet and staff officers for many of the same reasons. (remind staff officers what being at the pointy end of the stick is like...etc.) (for that matter the us military does something similar" But haven is very large. I think it's mention that they do have more ships or at least more tonage. The thing is that is a lot of flag officers you want to put on the staff. But even at size there can only be so many staff slots, right? For that matter will manticore start to have trouble themselves after the expansion? they're downgrading their number of capital ships, but they're still going to have ships to patrol, and just be present in various parts of their new territory?

Manticore has always had their half pay and loaner officers, and many alliance navies are still rebuilding, so I would expect many officers to take roles in friendly navies as they regrow. With many Verge nations free for the first time in a generation or 2 - perhaps the alliance will offer "guidance teams" to said nations to assist them rebuilding their own self-defense capabilities.

And the RMN will probably see growth in the numbers of light and medium combatants and regional fleet bases. Fortunately, many of the newer designs still require a similiar # of officers compared to the older designs, so there will be lots of available slots once rebuilding commences, but many sr. officers may need to take a step back and command a smaller ship or take a more Jr role than they did in the War.

Also, with ~40 systems from Talbott, Silesia, and 10-20 former PRH worlds, there will be a lot of system defense commands being spun up or grown to the appropriate size - so more LAC bases and systems command infrastructure, if not forts and fleet bases, So jobs in "Forts and Bases" are going to grow massively for the next 10-20 years, and a lot of "Fleet" officers will find they need to change job tracks in order to prosper.
