Nearly half a billion people are living under a huge water balloon that may burst because of the inferior concrete used in the construction of the dam. The dam seems to have problems handling the intense rains.

Might want to see this video posted a couple of days that debunks (again) the dam has not experienced movement, just the commonly shown Facebook post is that it's poor image stitching.

In a nutshell the only country that has the possible capabilities of bringing it down is the USA. It's very deep inside China, it's a gravity dam, which means it's simply massive. That said, one can still do damage to, for example, the power generation facilities or the locks. It would also be seen as a weapon of mass destruction for the life loss it would cause. And on the global stage, that would leave the country doing that on their own.
