Another force you need to reckon with is your own population. Even in the case of the MAlign, with filtered news, brainwashed population, and zealot military, they can't go too far, for fear of turning even a portion of those against them. In their case, their secrecy is something they must protect. For other states, there can be revolutions or other changes of government, military coups, etc.
We have had an entire thread devoted to the discussion of whether anyone could afford to take up the mantle of enforcing the Eridani Edict now that the Solarian League is no longer considered all powerful. Post League Eridani The argument was that only the League had been large enough and strong enough to weather an EE strike against one of its key worlds and continue its resolve to punish the perpetrator. Even the members of the Grand Alliance might have to back down before such a threat.
