Nobody travels very far outside the hyperlimit unless they are in hyper. Non-warships apparently rarely enter/exit hyper more than a light hour outside the hyper limit. If you exit hyper more than a trivial distance outside the hyperlimit you are too far to even signal anyone.
If there is something gone wrong between the planet and the junction I'd assume that they can order a civilian ship to assist.
In the home system there are requirements for hyper due to the various mining complexes and the population of the belt. So I'd guess there are various bases with SAR capability scattered across the A & B system, plus the Navy.
Plus the home system has the detection network, so they will respond to people dropping out of hyper a light month or two out. Though that is done by the Navy.
