A stitch in time saves lives. Just one stitch by Eloise could have saved more than merely many. Hell, two butchers in two different star systems could have gone on vacation for a lack of business, had Eloise not propogated the deceit.

Pritchart learns of Kevin Usher's
suspicions just before the first of the Cutworm attacks go in. Even then, all they have is a mostly credible theory backed up by very little evidence - all of which was obtained by Kevin's
very illegal, unofficial investigation.
In chapter 21 of AAC, we see that the official investigation has been underway for a month by the time Giancola is killed, at which point it becomes a cold case. The only two suspects they know were involved are dead, and they have no further leads or evidence.
So, again, all they have are their own suspicions and no hard evidence. Pritchart does not
think Kevin is wrong, but she has both the moral duty and the duty of her office
to make sure he is right. For the former, she is self honest to admit to herself that her own personal bias is coloring her thoughts and it is entirely possible that Giancola is actually innocent barring evidence to the contrary. For the latter, she cannot - simply, unequivocally
cannot - go around pinning blame on the person who was her political rival without that damning evidence. It would destroy the Republic she, Theisman, and others have worked so hard to rebuild. The lack of conclusive proof would just resurrect the spectre of the show trials the People's Republic ran, especially since Giancola died under circumstances that would appear suspicious to an outsider (even though we the reader know it was actually a fluke).
What does Pritchart do? She tells Kevin to keep digging in the hope of finding something she can take public. Nothing pans out. Fortunately, she gets an opening when events force
Manticore's hand, when Hexapuma's invasion of Monica bring up the possibility of a confrontation with the League. This is the chance Pritchart can use to open negotiations. She can prove her sincerity in wanting to give peace a chance by paroling a member of the royal family, who just so happens to also be one of their best admirals. The tentative olive branch looks like it is succeeding, until Mesa steps in. They trick Elizabeth into resuming hostilities, and Pritchart has no way of getting the door open again.
So go ahead, tell us how and when Pritchart is supposed to fix this? Estimating by the timeline on the infodump, there is roughly 5-ish months between when Pritchart first learns of Kevin's suspicions to when she sends Mike Henke back. Given the distances and communications loops involved, that sounds pretty damn prompt to me.
