I think the point we all need to keep in mind is that the RMN has literally hundreds of flag officers at or above RAdm, many of whom have never been named. We're throwing names out simply because RFC has a (IMO bad) habit of having the same characters pop up again and again and again in increasingly senior roles over the course of the series, when in a real navy that's not as true.
Don't get me wrong, seeing already-established characters appearing in many books is great for story telling and reader continuity purposes, but it also has the effect of only really showing us a deep look into slice of the entire RMN rather than a shallower (or perhaps spottier would be better) look at the much larger organization.
