Rats are a very common sight in courthouses in the US. They are not eradicated because they are either judges or lawyers.

I would suspect in those 15 years you haven't been actively searching around the most run down parts of the entire city of Moscow actively looking for them like that camera crew was. If you were, you would have had more luck spotting them.
