Saw a sign beside a fountain today:

Do not go in the water

Is that supposed to mean

Do not 'go in' the water

Or

Do not 'go' in the water

Or are they efficiently prohibiting both with one statement?

I certainly won't be too thirsty not to err on the side of caution.
