That's the one and some others with stability problems, too.

Modern computer design and elaborate test tanks etc must make things hell of a lot easier, or at least, safer.
Whole CAD/CAM, CNC route must take years off some projects compared to what our forebears had to struggle though.

To be fair, HMS Captain wasn't a monitor. It was a turret ship that had quite decent freeboard everywhere except where the turrets were. And the Royal Navy had problems with both ships and officers, HMS Victoria comes to mind.
