Janacek and co were not Leaders in the proper sense. they WERE the ones in Authority, but they dictated policy and orders rather than Leading.
There is a significant difference.

This has always been a major point. Some people are natural leaders, others get authority from position.
And there are always some who get power through politics alone and they tend to screw things up.
