No, the Duke of Cromarty was already under construction and slated to be the new royal yacht when Queen Adrienne was destroyed.

According to the text we have, it was a standard battlecruiser already under construction that was modified into the royal yacht after the Queen Adrienne was destroyed. It was not designed from the keel up as a replacement.

The problem is that the Agamemnon class should have still been in the early-to-mid design phase when the Queen Adrienne was destroyed, not mid-construction. It doesn't normally take four years to finish construction on a battlecruiser already in progress.

Yes. Ask David.

In theory it has something like the data given is when they were equipped with KH1, as they were built without it. Or something.

You'll need someone with access to David's notes to explain. And I doubt they will.

Since the High Ridge government was formed immediately after the Queen Adrienne was destroyed, It is likely that the general run of Agamemnons was delayed. The Duke of Cromarty would have been converted from a BC(p) hull stalled by the Janacek building freeze.
