Are we assuming those people were not "escorted" to their various rallying points by their GAUL minders?
It is certainly possible a few didn't make it or were attending to nature at the exact wrong moment. Does not mean, being loyal members of the Onion they will rush forward to declare themselves prisoners of war, or terrorists depending on Michelle's mood.
(1) Doesn't mean, on a planet of billions, they will be ferreted out. (2) Probably means thy were as much in the dark on where, exactly, they were going as any other character in textev did.
