Yeah, and I find 'humourists' like him as funny as a hole in the head.

There are too many smartarses who make fun of a situation by mocking whilst being incapable of offering any useful suggestions. I find their humour corrosive & vindictive & entirely unfunny: (I also imagine that quite a few people would have liked to meet up with this Will Rogers & give him the benefit of their opinion').

Actually Will Rogers was a beloved and popular figure in his own time. When he died in Alaska in a plane crash, iirc, an entire nation grieved his passing.

Sometimes the situation can seem so serious we don't know whether to laugh or cry or just get mad, our humorists remind us to laugh...and keep our sanity. :D

Actually he was making a good point. It's very easy to be critical. It is not hard making big political points. Carrying out real policies means getting involved with the details.

The High Ridge government declared peace and then did nothing to prepare for another war. They did, of course, prove to be obnoxious which helped bring on the next part of the war for which they were not ready.

High Ridge declared peace then sabotaged the negotiations securing the peace. (which may be what you are saying?)He did not want a peace treaty for his own policy agenda, like he'd have to stop the taxation, probably lower the wormhole transit fees, etc. And he gutted the navy.

That's not quite true; they left military R&D going full speed ahead, which proved to be ... rather important.

R&D budgets have to be voted on in Parliament just like the rest of military spending, so yes, they explicitly did approve of it. And Janacek could have cleaned house at BuWeaps, and did not.

There was a lot done that the High Ridge government didn't understand. The game played to create the newest cruisers like Hexapuma, for example.

New weapons systems, until they are actually built, are relatively inexpensive.

I got the feeling that most of the leaders of Janacek's navy were not really that interested in what was going on.

In addition to R&D being relatively cheap High Ridge would leave his government open to some nasty official questions should they try to cut it.

They'd be simultaneously claiming that the results of Manticore's outstanding R&D make their current ships so dominant that there's no need to rush to finish replacing the existing wallers with the new SD(P)s AND that there's no need to maintain current funding to sustain and retain that technological lead.

You might be able to argue (stupidly, since the sums are so vastly different) that you had enough of a tech lead you should refocus funding for the moment from R&D to construction in order to get the current designs fleetwide. Or you can argue that you can delay on building for now, due to lack of threat, and focus on R&D so when you do need to resume construction you won't have "wasted" a lot of money into ships that don't have whatever improvements you come up with before that point. But trying to argue against both building and research...
