I was going to say Donald Trump, but Kevin Spacey really does nail it.
The way he can combine unctuous condescension with a slimy pretentious charm is unique.

After you pay some of these people for small roles, you might not be able to have any space battles. Maybe not an Honor.

But dream along.

Actors are people, you know. If any of them turn out to be David Weber fans.......

Again, most of us will accept any good actor in parts like that. Had anyone ever heard of Liam Cunningham before he became Davos in Game of Thrones?

Pavel would make only a few appearances in a series. If we must spend a bit of money save it for Hamish, for Scottie.

I'm not sure budget considerations are the proper concern of a 'casting call' thread. Firstly, people on this board need to have heard of the actor concerned - and generally speaking, the only people who've heard of the up-and-comers likely to be cast as Pavel are professional casting directors and other industry professionals.

And a professional casting director, told 'Michael Oversteegen's dream casting is Tom Hiddleston' would know that (with the likely budget) she was looking for an up-a-comer of that type.

Of course the only way we're actually going to be able to afford Hiddleston would be the discovery that he spends time between takes reading Safehold and Honor Harrington, and so would be delighted to do a cameo at a 'special offer' price. But it's far more fun doing 'ideal casting' than it is suggesting 'that bloke from Eastenders, you know, the one who did six episodes...

Actually, if you want to see someone who was a major character whose presence ran throughout two series but who only appeared in two scenes; (one in each series), then go watch Patrick Stewart's performance as Karla in Tinker, Taylor, Soldier, Spy & Smiley's People. What is more in both series he never says a word yet he still manages to dominate the scene, (particularly in the interrogation scene in Delhi in Tinker Taylor).

Keep in mind that there are no small parts only small actors.

But frankly you don't need real stars. Take a look at Game of Thrones. No one really knew most of the stars and a real lot of the actors playing key roles were unknown to the general public.

The people playing Tywin, Stannis, Davos, etc. were all fine unknowns and did a great job.

That's who you're likely to get if you do this as a production.
He might be evil but he's barely seen. He's got only a bit part in OBS... a scene or two and pretty much the same in SVW. And then he gets shot.

In a movie he might not even be shown.

The only well known person might be the one playing Honor.

Actually, if you watch Tinker Tailor again, with the exception of Sir Alec Guinness none of the cast were major stars. Well established stage actors certainly and well known on British TV but not major stars: (This was well before Patrick Stewart for one, found international fame on ST:TNG).
Certainly in the UK we have a wealth of very talented actors who move between stage, film & TV & who crop up quite frequently. They may not be very well known but they are craftsmen who always bring something to a production.

P.S. For your information the actors playing Tywin, (Charles Dance), Stannis, (Stephen Dillane) & Davos, (Liam Cunningham) were already well known & established actors in the UK, Charles Dance, in particular being a member of the RSC on two occasions. They are just probably not well known to a wider audience outside the UK.

How about Captain Ryan in Dog Soldiers, Mad Dog Maguire in The Mummy: Tomb of the Dragon Emperor & Sid Rourke in Harry Brown to name but a few? I particularly recommend the last, you won't enjoy it but it is a very powerful performance by all concerned.

That's exactly what I meant. Really good actors who are not all that well known. People who really followed those things knew who at least some were but they were hardly box office names.

Let's see, who's better known, Steven Dillane or Kevin Spacey?
Ri-i-i-ght.

A few of the characters had had major parts..Diana Rigg, Jonathon Pryce. But at the start of the show, they went for Sean Bean is THE name at the top.

A good show creates celebrities. It might have one or two well-known people as stars but that's it.
