Step one: Make it a legally non-binding survey.

Step two: Watch people sell the survey forms.

Step three: As it is a survey and not a vote, this is probably not even illegal.

Conclusion: There is apparently nothing you can't screw up by skillfully half-assing it. :?

You forgot:
Make the self return envelopes thin enough tbat you can read the vote without opening it.

Announce opening dates for the computer side of it without asking the computer people how long it will take to do.

Or hold an illegal referendum in Spain and watch the circus. gave the Military intervene and toss peanuts to the elephants as the Caladonians declare victory.
