Especially when you are dealing with a rushed enough time table where their main leader himself could not manage to get off mesa before time ran out. In operations like that on a rushed timetable mistakes happen. A bomb that should have gone off maybe doesn't or gets found and disarmed by some local police force. People who do things for random reasons wind up not being where they were supposed to be or like firebrand people you had suicide nanos never actually got back to get that treatment.

Play SL and Haven against each other (3) Create genetic caste system within MA.
