In the old days when Manticore was a single system it enjoyed a slow but steady trickle of immigrants. My understanding is that these were usually fell into two categories. People recruited by Manticoran institutions for their unique skills, and refugees seeking asylum, usually genetic slaves and folks fleeing from Haven's advance.
Now Manticore has taken possession of twenty member systems, thirty four protectorates and whatever other frontier worlds fall within their territory. One of the primary reasons that the Talbott and Silisian annexations were undertaken was that Manticore recognized the advantages of having strategic depth and the huge population that being a multi-stellar power brings them. To capitalize on those things they are going to have to allow a lot of immigration, more than they had during the Plague Years by an order of magnitude. Repopulating Basilica alone will require a huge influx of people. So what sort of immigration policy will Elizabeth and Sir Tony (assuming immigration is a foreign office issue and not a matter for the Home Secretary) craft to safely attract the sorts of people they want to settle on their worlds and integrate them into Manticoran society? Non-sequitor: If there is freedom of movement for all Star Empire citizens, and the standard of living is much much higher in he Old Kingdom vs Talbott or Silicia, then what is to stop a huge influx of people moving to Manticore and putting an unbearable strain on the economy and local infrastructure? |

Non citizens wanting in will have to show at least one year's income. Next a good job skill needed inside the Empire. Third would be a clean traceable non criminal record.
Employment within one year necessary paying taxes within the system. Forth would be free of any bad or non desirable disease states. Fifth would be the ability to pass written and oral citizenship tests. Last would be a working command of the actual language used. Tree Cats would be necessary. Failure to pass with intent to deceive would be either 10 years hard labor or deportation. Yep. |

After The Yawata Strike... seriously? yeah, sure, if treecats want to spend their time interviewing newcomers, why not. "We" just "liberated how many worlds from OFS? All Manticore has to do is set up recruiting stations for anybody with the aptitude for construction, fabrication any number of skills lost with the space stations would be desperately needed. How can you (Government of Manticore)refuse to allow free travel for all citizens while retaining your open society? Helas,chou, Je m'en fache.

Ugh.
It's not immigration. Immigration is when something outside comes in - eg Canada or Mexico into USA. What you're talking about is now internal migration - folks moving around the United States between Virginia, North Carolina and New York, for example. It's just that the original three Manticoran 'states' have now become ~55. The alternative is to limit freedom of movement to workers - the European Union model. This is probably a good 'temporary' measure for as long as the Star Empire's lop-sided constitutional arrangements are sustained(IIRC, the Old Star Kingdom will provide the majority of Imperial legislators for 50 years). Several decades of bootstrapping those new members up to Manticoran standards should mitigate future immigration levels. It should be borne in mind that there's still plenty of territory in the Manticore Binary System - those three planets have two thirds of Earth's current population. So what if it jumps up another two or three billion over the next half-century? |

What will make them stay in the Talbott Sector (or wherever)? Opportunity. The Manticore System is a fairly mature economy, with saturation in most markets. The new members of the Star Empire are less developed, and they offer more chances for home-grown success, especially with Manty incentives and assurances of a fair playing field. |

There's going to a corresponding counter-flow of Old Kingdom Manticorans to the new territories and protectorates in search of opportunities and riches. There are incentives in place for Old Kingdom investors when partnered with Empire "Natives." There will be a lot demand for job skills and teachers and etc. .

Actually I was talking about both subjects. Specifically foriegners settling in Star Empire territory first, and internal movement by citizens in the non-sequitur. I will say I had not considered the usefulness of Treecats in this regard but they really do make the ultimate customs and immigration screeners. Speaking of 'cats and internal movement of citizens. If The People get it in their heads that it would be best to set up clans on as many worlds as possible to mitigate the likelihood of their extinction how well are the people of Talbott and Silisia react to aliens that can read people's minds moving in and settling on their worlds? I am aware of the fact that Treecats cannot actually read people's thoughts, only their feelings, but when you consider some of the deplorables out there who have the franchise, it is not hard to imagine ignorant bigots stirring up a trouble over the matter. And as much trouble as that is going to be, at least Treecats are adorable. What is The Crown going to do when Medusans want to start settling on new worlds and start moving to Rembrant, Montana, or Manticore itself? |
