The citadel of scheuler (spoilers)

This is part of the temple, but I think built by just mortal hands. It is where they put people to the test. That would be huge blow to the inquisition would be targeted.

The thing is I can't see it being right next door to the temple, I see it being separated partially, to make it seem more servers.
