How come Nesbit hasn't been rumbled?

I suspect because no one knows he was involved with Guancola's fiddling of the correspondance, or at least the covering up afterwords.
Added that he is not important enough to have met a treecat yet.

If he meets them often enough, or at the wrong time, he might be rumbled.

Nesbit was in the peace negotiations with Honor and Nimitz on Haven. He later joined Pritchard et al on Manticore When Leslie returned to push the peace proposal through the haven congress. cats sense emotion, they are not mind readers.

Like Hanrahan and the reporter that passed the massaged data from New Tuscany to her, one can be an Alignment agent and not be inside the onion. Recall the Detweillers' discussion after Monica to bring Anisimovna into the onion.

IIRC the two Nesbitts are cousins. They are

Lt Col. Jean-Claude Nesbitt head of security Department of State of Haven

Secretary Tony Nesbitt Secretary of Commerce

Well as I pointed out on the previous page.... exactly HOW the Colonel Nesbitt, security to Leslie is connected to the Mesan Alignment is unclear. It certainly appears he could be more than just another spy, but they also have to question him in such a way to actually figure anything out that he knows (if anything).

Detweiler wasn't at all surprised when Nesbitt was brought up and that he'd be looking for an untracable assassination tool, but he also didn't give any instructions to pass along either.

I am aware of the two Nesbits already mentioned, Tony and Jean Claude. Jean Claude is the agent/spy. There is no reason to believe that he is more than an asset the MAlign purchased with money. I suspect that being around treecats will eventually out him. I'm not surprised that Albrecht knew about him. Given that the new government managed an almost clean sweep of MAlign's assets on Haven as part its purge of SS, it shouldn't be surprising that Jean Claude's name would come up as one of the few assets the Malign has left on Haven.

Tony, on the other hand, doesn't seem to be guilty of anything other than not liking Manticore. If he had been playing a hidden game, he has certainly been around enough treecats for that to be exposed. For that matter, he has been around Honor enough to be exposed if he wasn't straight.

The problem with that theory is that if he were just purchased, he would never have known about/been given access to the super secret nanotech assassination tool. It appears that knowledge of that tool was highly restricted, so to have had knowledge of it implies something deeper than just hired mercenary.

Nesbit hasn't been "rumbled" because the books haven't progressed the timeline. Cats haven't even left for Haven yet...

I'm not sure this holds water. To be sure his handlers would need some way of assessing Nesbit's reliability. But once they decided it was in their interest to help him with what Giancola wanted, it would make sense to use the asset in place. The further the asset was from the onion or knowing how the biotech worked, the better. I would presume that Nesbit thought he was working for Manpower, prior to Zilwicke and Cachat's return which would have suited his handlers just fine.

IIRC, the application of the nanotech in Tim Meare's case for the attempt on Honor involved inhaling some dust... which Nesbit could arrange without any knowledge of how it would work at all.
