With the return of the Republic of Haven's constitution, the end of the war and the formation of the Grand Alliance, I think it would be possible for some of them to return.

Especially those like Amos Parnell who were removed for political reasons and then treated badly.

If I were a haven politician I'd try and get some of them back to score political points. Kind of a "right the wrongs of the previous regime" thing.

I think it would be a very interesting thing to add to the series. Especially with the new war with the solarian league. I'd think that those that didn't stay in maniticore controlled space and went to the league would have to go somewhere.

After Parnell was discovered alive on Cerberus, as you say, he'd paid a terrible price, and he'd learned several terrible lessons. Note that even then, he couldn't "go over" to Manticore, but neither could he return to the People's Republic before Saint-Just's death. Whether he could return now, to the restored Republic, is an interesting question and one which has not been explored in the books. However, it would be a mistake to equate the Manties' current respect for his willingness to publicly denounce and oppose Saint-Just and StateSec — thereby making himself a target for assassination by StateSec — and to admit what amounted to war crimes committed by the People's Republic with their attitude towards him while he was still commanding the Peoples Navy.

Suggest you read the FAQ section in HoS it has a little on Parnell. It basically says that if Parnell stays on Old Earth and out of Pritchart hair, the Republic of Haven won't nail your hide to the barn door. IMHO Parnell is currently on Earth drawing his Navy pension and being a professional talking head on various news talk shows.

The biggest reason why is he might serve as a rallying point for those idiots who wish to return to the good old days of the legislatures.

That would serve other people as a reason. But I got the impression at this point that he wants nothing more then to fade into history. He did say the legislatures created the situation that allowed the Robert Pierre and his allies to come to power why start down that road again?

Parnell (and others like him) would never be allowed back to Haven. They would serve as a potentially rallying figure for anyone who desires the 'old' regime back. The pre-Pierre regime.

Now, what is interesting is people like Yu and Caslet. While they may never become citizens of Haven again, I'm curious as to how willing Haven will be in letting them return for visits and/or deployments... I would guess that the current government will be okay them being in/around Haven systems as long as it is for a short period of time.

Well an addition to this would be.... what's the League going to do about Parnell and the other Cerberus escapee's, now that they officially know that Haven signed up with Manticore in fighting the League.

Although I because I have a functional brain, I can't quite understand what the League would achieve for trying anything that amounts to holding a gun to Parnell's head with the ultimatum "back off, or your former CNO gets it!"

Unless they wanted the response simply for some form of diplomatic spin control "look how bad Haven is, they didn't care about their former Chief of Naval Operations and actually told us to kill him! Aren't they such bad people! We never would have done anything to him in the first place, just look how badly he was treated, by other people in Haven. Clearly it's our job to bring justice to such a rampant threat to humanity..." and so on and so forth.

Another possibility: The Mandarins could try to get Parnell and/or some of the other officers who took asylum in the League as some sort of military advisors. After all, some experience in naval operations outside the 'gimme'-simulations the SLN used is better than no experience at all, and the Havenite exilantes from Hades are experienced people, even if they didn't set a foot on a command deck for the better part of the last 20 years.

But no Battle-Fleet officer fought (and won) even a small skirmish, much less a full scale naval operation and survived the experience (at least as far as we know).

The question would be, if Parnell and Co would be willing to do the bidding of the Mandarins ... which I doubt. Strongly.
