I would take that with a boulder of salt. It's the same as people who bombarded the Ghostbusters movie with negative ratings weeks before it actually came out - people are just voting things up or down because they can.
Most movie studios have "test" advance showings. I'm not exactly sure how you get to be a part of one (never really cared, either); but it's possible some of those reviewing and voting on a movie actually were part of that.
I've also heard that at times the movie shown at such an event isn't exactly the same as the one released to general audiences; the studio "tweaks" the final result based on input from the attendees.
And, of course, there *are* the folks Duckk notes as well.
I would also guess that there might "Advance Reader Copies" that go to some book reviewers even possibly before the eARCs show up on Baen; so the editors can get some possibly unbiased opinions on any changes that might make the story line a bit better - or at least more believable. They might even provide first drafts; with the stipulation that those copies not get distributed further.
