Going by recent past history Baen has been releasing the E-Arc's pretty much at the 3 month before publication date mark which is also when the Monthly Bundles that contain that book go on sale. Example: the Earc's for Monster Hunter Memoirs: Grunge, On the Asteroid and the new 163X book were released in the last 2 weeks and they are scheduled for publication in August. So I expect to see the E-Arc for Shadow of Victory around early August, and the E-Arcs for their Sept releases are in the works (Toni has already confirmed Project Elfhome's E-Arc is in production) and probably will show up the first week of June.

Nice. Shows planetary violence somewhere, but that's hardly a surprise. Actually, going by the look of those massive towers, that's probably 10th Fleet's landing forces(such as they are) dropping onto Mesa.

Or it could be another coup on Haven.

I think it's assault shuttles attacking Manpower headquarters in Mendel, everyone else, like General Drescher, would have had the good sense to surrender. Manpower knows they face the wrath of God and Admiral Henke, so they might choose to die hard.

It could also be one of the many protectorate rebellions. It sounds like Terekhov is going to get tapped a few more times to free the masses - if so he will probably need to create a few more fires to make his point to the uninitated.

No way. Remember the discussion in Cauldron of Ghosts about how tough those towers are? Once the Planetary Board has surrendered, there is no excuse for the kind of atrocity that attacking a ceramacrete tower would cause.

As far as Manpower is concerned, I've said it before although not very many people agree with me, the best strategy is to sever Manpower's off-planet activities with extreme prejudice, and leave the resolution of what to do with the genetic slaves on Mesa to Mesa. It's a local problem, and in any case nothing final is going to happen until Jeremy X arrives or makes it clear that he isn't going to arrive. Note: Jeremy X was born on Mesa; he's a Mesan. He's not technically an outsider.

There are no good answers, only more or less bad answers, but the planet can't be allowed to go up in flames if they want to be able to sift through records to find traces of the MAlign.

At least, not when you search under David Weber. Still there if you search the title.

Care to narrow that down a bit? I did a search for David Weber and there were around 80 items in the results.
