Every time I see the name Chisholm the theme from Chisum (the John Wayne movie) start running through my head. Am I alone in this affliction?

What I don't get is why the OP needed to ask this question in the first place. I mean, it's explained in excruciating detail in the third book what the Chisholm Army was created for and how it came to be (in the chapter where Cayleb addresses the Chisholmian Parliament).
Unlike such questions like "Why doesn't Merlin just SNARC bomb enemy ships?" or "Why doesn't the EoC do assassinations?" where you have to a little reading between the lines to get the answers, the answer to THIS question has been explicitly infodumped in the text itself. |

I suspect that it is not so much that its origins are unknown, at least among regulars here on the forum, as that it is fun to talk about, especially given the success of the Chisholmian officer corp on the mainland.
