What is happening in Talbot , the formation of both the Talbot Guard and the push to bring people up to the levels of training and education to allow them to participate effectivly in both the Talbot Guard and the RMN.
Given the number of systems and the size of the populations, there have to be at least a few (tens of thousands) who could make the transition to into one of both of those militaries with "only" the basic induction level training presently required by Manticore. There has also got to be a way to bring training and schooling, at least in targeted areas directly related to naval & space work skills, up to entry levels standards to accelerate the process.

Talbot put their SD yards cold storage and we haven't heard anything about them for a few books.

It takes time to get all that started. I may be wrong but it has been less then a year story wise since the Talbot quadrant has been established as part SEM.

If you can edit the header, the Talbott Quadrant -- with two Ts -- is the extension of the SEM. The Talbot system -- with one T -- is a former member of the Manticore Alliance and not a part of the SEM.

As for your question ...

Textev is that each system in the Talbott Quadrant is to get a squadron of LACs with all the associated support and simulators available for remedial training as required to bring local recruits up to general Manticoran education levels.

Some systems -- mostly those in the Rembrandt Association -- have generally good education systems and substantial merchant marines. Recruits from those systems should require far less remedial training to get to RMN standards.

The Talbott Guard, being an Army formation, doesn't require as extensive remedial training and is already up and operational -- and being deployed to the Madrid Sector as occupation forces. They can include ongoing educational programs in their routine training schedule for those with aspirations to greater education.

RFC hasn't spent a lot of words on the details, but the broad outlines are in textev.

More importantly, the Talbot quadrant was going to produce the best hardware it could for the guard, and rotate it out with top Manty spec hardware when necessary and available.

However, with the size of the order, the industries on 16 worlds to choose from and the ability to license RMN technology, the overall quality will probably be pretty good - with what can be built now, being built now, and the rest being built when available.

I have wondered if part of the hardware requirement was new quadrant built Army lift and support ships. The 3 Rembrandt Assn. systems have shipyards which can build (at least) CLs and 2Mton freighters - The milspec freighters which are army/marine carriers would be the perfect way to upgrade their shipbuilding capabilities to more modern standards, and a perfect ship type to build, even if it's not the most modern.

You guys are overlooking the equipment that was captured after Spindle. You can equip the equivalent of several divisions of troops with it. IIRC they possibly captured between 90 and 100 battalions worth of equipment. That would be enough equipment to makeup-depending on how thin they decide to spread the gear-10 to as many as 30 divisions with a division of 15,000 men.

ME - no - I was the first to mention stripping the SDs for the weapons, pinnances, medical supplies, etc. I originally mentioned giving the Haven stuff to Torch or other interested 3rd parties, but the same from the Sollie SDs has come up several times in the past.

It's kinda had to resist ~160 sets of top rate, Battalion sized weapons outfits and lift - at least until the equivalent Manty stuff is available.

Unfortunately, The text explicitly says that they (the Cluster government) are going to try to manufacture all the material needs for the guard "locally". It's a good idea to spin up the economy, but a big miss on excellent equipment available now.

Part of your problem is that you insist on placing battalions of marines where there's no textev for them.

If I'm not misremembering, Battle Fleet units carry only ceremonial marine detachments, if any at all. Which is entirely reasonable: they have no use for them whatsoever, and the Solarian Marines have a _lot_ of uses for that manpower elsewhere. Pulling the Gendarmes' hoolies out of grinders, mostly.

There may be political, legal or diplomatic circumstances which prevents anything being done with the Solly SDs or their contents until a prize court has decided on their fate. Honor wasn't awarded the money for captured DNs at Hancock until after Parliament had finally voted out the war, freeing the court to officially seize those ships.

Likewise, Tourville's ships captured at First Manticore were later returned, apparently mostly untouched. We don't know what was planned for them in absence of a treaty.

That's not to say anyone is getting paid for the SLN's SDs(though they might for the Marine equipment), merely that they were in legal limbo for some time until after Filareta crossed the hyper limit. That was in June 1922 - the series has only progressed to October.

Furthermore, because 2nd Manticore was a multilateral effort, Manticore may not have full claim to all of Filareta's surrendered units. Both Haven and Grayson(and to a lesser extent, Beowulf for their part in fending Tsang's task force off) could claim a few, although there's no pressing reason for them to do so.

Still, merely getting formal agreement to do anything could take some back and forth between the various legislatures. Even if the first message back to Haven's Congress is explictly clear, they could still request a full inventorying of those ships and their contents before ceding Haven's claim.

And then they're frozen in dispute.

The prize court part would still apply to the ships captured at Spindle, but the multilateral considerations shouldn't apply to those as that was AFAIK a RMN only fight. And those are already out in the Quadrent so on hand to loot once the legalities are cleared up.
