I don't see that being an issue. Shannon Foraker is going to be up to her eyeballs in work at Bolthole for years, and Eloise Pritchart is going to be buried even deeper in politics and diplomacy. The two probably won't even meet for 5 to 10 years; everything will go through Tom Theisman.
Bolthole should get a fairly large contingent of treecats, as it is becoming one of the single most important systems in the Alliance and maintaining its security is a Real Big Deal. Remember, Sonya Hemphill, Herlander Simoes and most of the staff of Weyland Station are headed there. It could even get a full cat-colony.
The treecats also perform as much pre-screening as they can to match guards with two-legs; that's how Lurks In Branches got assigned to Lester Tourville.
