So Finland is moving towards a Basic Living Stipend.

Not quite. The Basic Living Stipend was available only to those who quit their jobs. People who were still employed could not claim BLS.

Indeed, it could be argued that many countries, including Finland, currently practice a form of BLS - a welfare trap which provides claimants with more income than they would receive in entry-level work. It takes a hell of a person to accept an effective pay cut, along with giving 20 or 40 hours of their time every week for years before they reach a more affluent status, if they even do.

Unlike the BLS, the "Citizen's Income" will be given to everyone, regardless of employment status. They will receive it whether they are broke and nearly homeless or a billionaire. Theoretically, the incentive to not work is removed.
