I'm not sure there is a concise bit of textev to illuminate the Pierre, St Just, Ransom triumvirate. In part because it wasn't a formally constituted triumvirate, it was just the three most influential members of the Committee For Public Safety.
Technically, there was only "Chairman of the Committee For Public Safety, Rob S. Pierre" in charge of Haven. Oscar St Just, the head of Statesec, and Cordelia Ransom, "Secretary of Public Information" were indispensable in keeping Pierre and the CPS in charge. There were other "Secretaries" and "Committee Members" but they didn't have the influence that the major players had; they were basically just political foot soldiers doing the grunt work of keeping Haven pacified.
At various times, the Secretary of Finance, the Secretary of War and others had some degree of power and influence but they were either purged for excess ambition or became marginalized once the crisis in their area of expertise was dealt with.
