That's rather unfair for Sonja Hemphill. I'm pretty sure that she wanted to convict Young of every charge and then pull the trigger herself - nothing we've seen of her says she's anything other than a conscientious officer, and she recognised what a blight on the Navy Pavel Young was.
However, she also recognised that, regardless of the rights and wrongs of the case, if Young was executed then there was no way in hell that a declaration of war would get through the Lords - Cromarty needed the Conservative Association's votes to do that. Without a declaration, and the freeing up of funds that came with it, the Manticoran Alliance counter-offensive would grind to a halt for lack of money. That would give the Committee of Public Safety time to consolidate power, reorganise the PN and plan a fresh attack taking into account what they now knew of Manticore's real capabilities. The Alliance had to maintain the offensive or lose every advantage they'd won at Hancock and Yeltsin's Star. Hemphill recognised that and came up with a course that would get Pavel Young thrown out of the Navy in disgrace and still let Cromarty get the declaration of war through Parliament.
And then, I think, she went for a scalding hot shower to try to get rid of the stench of what she'd had to do.
