It's been rumored that the Inquisition could listen into any thing said within the Temple.
However, nobody within the Inquisition has commented on the idea that the Inquisition could do so.
IIRC the Wylsynn brothers didn't appear worried that the Inquisition could listen in on their conversations and since one of them was part of the Inquisition, he would have known if it was possible.

The Fist of God has been invariably successful because they infiltrated the Inquisition. We know of one agent that was used to blow up the Church with the Anti-Magwair meeting. That particular agent was exfiltrated after the ops went off successfully. He certainly isn't the only or likely the highest agent within the Inquisition or there would have been some discussion by Aivah about the cost of running the op or at least reference to such comments.
How high are Nynian's moles within the Inquisition? Helm Cleaver has been active for several years now and the vaunted Inquisition has bupkiss. They have gotten close with the agent mentioned in the Fist of God's letter to Rayno. Close enough to have the poor sod terminated. How extremely unfortunate that no specifics about his suspicions were communicated before he went to test his suspicions. Considering the dearth of information the Inquisition has on this group, that seems very strange. Stranger still is that no real interest was shown by Rayno as to why the agent did not at least leave a message about where his suspicions were leading.
Instead we get the distraction of the letter. A letter that admits a significant level of penetration into the comings and goings of the Inquisition's adjutant as well as his security arrangements. It boasts like a bad Hollywood villain replete with credible threats and cutting insults.
The letter moves Rayno to further refine his and Clyntahn's security arrangements and consolidate those that are responsible for those arrangements into a smaller and more trusted group. But much more importantly, Rayno exhorts Father Allayn Wynchystair to find out where the agent was headed. Not why he didn't communicate very important information before he took a serious risk by investigating solo.
Toss in that bit of suspicion about the Inquisition being able to hear what goes on within the Temple and we have characters play acting their roles even for the reader. Both of Rayno and Wynchystair or perhaps just Rayno know who that agent was trying to investigate. That entire espisode was performed under the assumption that it was being recorded for review. Not sure where I read that bit about the Inquisition's ability to spy within the temple. I don't recall reading about it more than once or at most twice in passing. I grow even more convinced that Rayno is playing a double game with the Helm Cleaver. I doubt he shares their ultimate goals, but he might share enough goals with the SSK that they will work together to secure the CoGA from Clyntahn's excesses.
