I like the final result, but unfortunately sorting out two billion "relatively innocent" slaves who serve as the fanatically dedicated workforce for their genetically superior masters isn't possible. They'd pose a threat to the galaxy as long as they and their descendants survived, which would be forever. Avoid creating generations of terrorists and simply kill them all. The only solution to a raging inferno that's destroying everything it touches is to snuff it out, then pour water on the ashes. Rabid beasts have to be put down. Those who orchestrate murder on a galactic scale out of a warped sense of innate superiority must see their plans crumble, and realize that they're just as mortal as the millions they've condemned to torture and death over the centuries. This is the one time I feel that a massive and intentional violation of the Eridani Edict is the best possible solution. Be sure to bring along enough cruisers and destroyers to chase down the ships of those who try to flee, and blast them to atoms so nobody escapes to further infect the galaxy with their genes and their warped beliefs.
