I lumped them both together - Fluid computing is easier to obtain than mechanical computing as long as you use only NOT AND gates...
I think Fluid/Mechanical computers would work well... it would even allow for 'Networking'(after a fashion)
Mechanical Computing is attainable without electricity. It also requires that the measurements be incredibly tight and the machining be exceptionally fine.
