I honestly don't know, actually. I know a band called Echo's Children did a few Honorverse filk songs - "Fair Was the Blossom", "No Quarter", and "Riding a Tiger" - but I don't know if they needed special permission or anything to do it.

Fanfic would be creating new stories. So filk which created a new Safehold story would be a form of fanfic. But filk which simply recounted existing Safehold stories, or was merely generally about Safehold and the characters without telling a story, would not be fanfic.

But this is IMHO, and I'm not the one who would make the ultimate decision.
