Well, IF the Ark planners decided to bet on all-PICA Ark - the Gbaba probably would be exterminated in a few centuries at most. :)

So what are the odds that children of our hero leaders and a fair sample of others get the nanite upgrades to full-brain implants?

Is there an on/off segment of the implant that would allow the impant to develop along with the growing/maturing brain? At this point, there may or may not be any wireless connections open for Safehold humans to interact with Federation technology. Of course, there MIGHT be automatic data-linking (kind of like cell phone or GPS transponders which would at least ping on a live and open implant (unless shielded/tunred off in the human) and notify "something" in the Temple that that capability has surfaced on the planet.

You have to guess that such implants would allow people access to a whole lot of whatever Federation technolgy and information was still intact on or somewhere near Safehold. Iraise interesting posibilites for post-war growth.

The only way I see this is if those children can be not so secretly taken away by the seijin just as the Archangels took the seijin away in Khody's time. The seijin are an acknowledged quantity now and could get away with doing that. The children leave for a time and return having been slightly altered physically but with additional gifts.

Without acknowledging the physical changes, there is no way to give them the interface. Without the interface for NEATs, the full integration with TF tech is impossible.

It would have to work really poorly to be worse than no civilization at all. And advising the gbaba "we are the humcylon, we reproduce via industrial mass production, we waste no resources on food or shelter or entertainment, and we have been hard at work converting entire planets that were not even attached to stars any more (this may have been observed in our world already) to battlefleets so, by the way, we have assigned a flotilla of star battleships to each gbaba, individually. No, you are the targets, not the commanders" might send a message.

Well, as previously stated - the Ark project wasn't the best, it was just the simplest avaliable. :) And generally it seems that the project was a mess from the start; the fact that Langhore through some "politic manipulations" (what politic? The Federation was near extinction and they still waste time on politics?!) was able to come in charge of the project clearly demonstrated, that the Ark designers weren't the best in that job.
