Unfortunately, what counts as a spoiler for one counts as simple, common background information for a lot of other people. There won't be a policy that way that won't err on one side or another. For these forums, spoiler warnings are for content that hasn't been published and available for purchase for a month or more. (I may get the details wrong - I welcome correction. But in any case, it's going to mean that bits from many years ago will go without warnings, however it may spoil things for people who've not caught up there.)

I believe the threshold is in paperback for it to stop being classified as a spoiler. With the prevalence of e-books that might have changed to be more in line with your understanding.

That's certainly a common definition, but for the purposes of this forum a different definition has been adopted. If you look at http://forums.davidweber.net/viewtopic.php?f=7&t=262 you'll find this passage:

That policy was written by the forum moderator. It was not written by "the elites" unless you count Duckk as elite (you could, he is kinda special :) ). It has been the policy of this forum since it was created.

I don't buy hardbacks or read e-arcs or snippets, and I'm the one who most often points out spoilers and reminds people of the policy. I have, in fact, several times left the forum for months at a time when too many people were discussing snippets without spoiler warnings. But I would not support a change in policy to keep spoiler notice requirements for a year longer.

I do know how upsetting spoilers can be. I've flown off the handle a few times myself when it happens. I have to remind myself to take a deep breath and remember that people are not deliberately spoiling my fun. They are just very excited about a topic that I share a deep interest in. These are fellow fans.

As for books in other Weber (and non-Weber) series, it is natural for people to draw comparisons and examples from other books. There will be occasional references to Honorverse characters and events in the Safehold forum, and vice versa. But such references aren't very common. They should be rare enough that you can try to glaze your eyes and let it pass over you without absorption. If that won't work and you really don't want to risk seeing one or two more Honorverse references before you finish the series, then it might indeed be necessary to take a hiatus from the forum until you read the books. If so, I hope you read fast and I hope you come back, because the Honorverse forum is at least as interesting as this one.

That policy was written by the forum moderator when the forum was created. It was not written by "the elites".

And there's hardly contempt behind it. It's a compromise between rampant spoilers and no discussion at all for fear of letting something out from a 30 year old story someone hasn't read yet. There isn't going to be a policy that won't expose someone to spoilers about something and still lets people post with any reference to the material.

I apologize for spoiling the events I referenced for you, but the book they were in was published in 2000. I'll not mention which one, so it can still come as a surprise.

However, by any reasonable standard, something in a 15 year old book is not going to require a spoiler warning, or be something that shouldn't be talked about because it's liable to be a spoiler for many people.
