One thing that Cayleb will inevitably have to do is to create an Imperial Bureaucracy to effectively manage his empire's myriad functions. There is no two ways about it.

What is REALLY needed with the ICB, as with all Terran bureaucracies, is the development of a paper-fired steam boiler . . . . . . . .
