Proctor was in Alexandria, I'm pretty sure. And therefore already dead.

I'm thinking whoever Kau-yung's primary personal assistant/flag lieutenant/etc was is the person he referred to. After all, he'd've needed somebody to cover for him.

"Arch"angels is the title used for the colony administration's top ranking personnel. Everyone else were merely normal "angels". Or as Nynian called them, "lesser" angels.

Odds are, there were never very many archangels to begin with, so it's entirely possible that Schueler and Chihiro were the only surviving ones after Kau-Yung's nuke.

It's also entirely possible that Schueler and Chihiro didn't take (and keep) the Archangel title until they won the War Against the Fallen.

I don't think that being on the council was congruent with being an archangel. For one thing, Shan-wei herself was on the council, but by the time of her final conversation with Langhorne, that was no longer true. And, at least as I understand it, she was considered an archangel until after the strike on the Alexandria Enclave.

It's also entirely possible that it was a propaganda ploy and that she was not even mentioned in the Writ or Testimonies until after the war of the fallen. Please recall that the Writ was re-Writ-ten after the war, that the general populace needed a reason for the war, and Pei Shan-Wei was a good cover.

No, I'm pretty sure Shan Wei was made an archangel. In fact, I recall that she was "second only to Langhorne" in terms of divinity.

I'm pretty sure that was an attempt by Langhorne to bribe her into falling in with the party line.

remember that what the reader knows isn't the same as what the safeholdians know.. aka we KNOW that shan wei was removed or pressured out.. i am pretty sure that the knowledge of the inner workings of the archangels council is not in any of the books that's available to the general population...

to safeholdians ... an archangel would remain an archangel (until she fell)

Well sure. I'm sure the "merely mortal" Safeholdians had no idea about the internal politics of the "Archangels", especially since those politics revolved around things they weren't supposed to know about.

And the first hint most of them would have of trouble among the archangels was when an angelic messenger dropped into their village informing them that Shan-Wei had (past tense) openly rebelled. Ie, right after the Alexandria strike.

Being a nuke, I'm pretty sure that not just the council room would have been effected. From the description of the blast at the start of OAR as seen from the village acress the lake it was not small, and therefore would have removed everyone in the vicinity! maybe up to several kilometers?

Also, the comments about how the current Temple is over-armored suggests that the previous Temple (the one Kau-Yung blew up) was a much flimsier structure... relatively speaking. Likely made out of normal, non-armor materials.
