Schueler, because he trusted him to tell the truth.
Either that trust was misplaced [or at least misdirected: "I'll tell you the truth, but then I'm going to have to kill you"], Khody didn't get to Schueler in the first place, or Schueler was not in a position to protect him. Of the 3 possibilities, I'm very, very slightly inclined to the last. Even the first, however, isn't at all unlikely: if it seems inconsistent with the man who made the Wylsynn's recording, don't forget that that man was willing to fight a war to preserve his version of the Plan. Cutting down a friend to continue to preserve it is of a piece with that.

There would have been no need for rakurai. In Zion, they had Kohdy in their power. A needle with an overdose of morphine offered to relax the poor guy's nerves would have done the job nicely.

Which leaves me with a nagging question. If Kohdy knew or could piece together enough to want to speak to Someone High Up about it, why did he go to Zion at all, knowing that he would most likely not be coming back?
