Exactly, and all it takes is a little pirate activity to give them an excuse to land on the few towns/harbors they have.

SAy some of hte imperial temple lyalists want to leave the empire, but the mainland is not safee. THey could be settled in places like trellheim, and the empire get the excuse to station men to protect them.

Be it Trellheim or some other island - are they formally a part of the Empire of Charis? Do they get representation in the Imperial Parliament, etc, or are they treated as occupied territory? Or do you mean they essentially found their own country (if it is an un-inhabited island) or merge with the pre-existing population?

Alternatively, do you allow Temple Loyalists to develop enclaves where they follow the Writ and avoid the innovations of the surrounding Empire? Say, akin to how the Amish communities function?

The trouble with that is that the EOC doesn't have authority in Trellheim. Authority there, what there is of it at least, is local and wouldn't welcome imperial troops, thus setting up a confrontation. I don't think Charis will be looking for additional committments or confrontations.

If the good folk to whom you refer need imperial protection, they are probably better off staying home and living peaceably with their neighbors. If they leave the Empire in favor of a TL haven, I would say they are taking their chances on whatever society and authority they might find. My own sympathy with their situation would be limited.

my idea about protecting imperial citizens is just an excuse to get their men in place. would pirate be able to hold off a professional gun armed army?

No one would propose that they could. However my own notion of things is that Charis isn't going to want to be accepting any unneccessary military or naval commitments.

If the Trelheim pirates started becoming too big a nuisance by raiding EOC shipping, they could send in a squadron to burn out some waterfronts like Haarahd did for that Raven Lord and Cayleb did at Feryad.

But the thing to remember is that the EOC did not come into existence because Cayleb wanted to rule the world. The motive was self defense as they worked at putting together a union of peoples strong enough to withstand the storm unleashed by the G-4. Cayleb and Sharleyan prefer covenantal arrangements to conquest. I don't see that changing with the end of the war.

Word! And where they can't manage simple covenants, they'll make do with military applications to make the covenant look better (and particularly, to break the military hold that enemies have that make covenants impossible), or a military solution with conduct and under terms to make the future covenant doable, as in Corisande. I doubt that Siddarmark's expansion has been or will be all that different that way.

Does Trellheim need occupation? Would it make a fine, accepting addition to the Empire if not for the Church's hold over it? I doubt it on both counts. If it turns out either answer is or becomes yes, then the Empire may move in, and whatever makes that answer positive will be the "excuse".

If they just pose a problem with harbors, then the harbors can get burned and the problem solved. People do learn that way, even Desnairians eventually. Armies are trickier, but at least with Trellheim that's not a concern.

having trellheim would allow them to secure their logistic going toward dohlar. Sure there are other places, but there is already minor infrastructure there to take advantage of.

I did a short study of how Trellheim might be used as a back door into the Harchong Sea and as a way to blockade the west end of Hsing-Wu's Passage. The initial results were expensive in troops and logistics, but came out better when the recruitment of POWs into foreign legions (like the ones the French and Spanish have and that the Germans and Russians created in WW II when each side had over a million such soldiers under arms.) These might be used on the west side of Trellheim but not on the eastern side for obvious reasons. I made a map of Trellheim out of the nice one on the webpage by editing the two ends of the map into a single map of Trellheim. Try this and see what you find down near the Equator. Isthmus, anyone? Foreign legions anyone?

Don's point is well taken. Only the two new factors make such an expansion possibility available; namely, the rapid expansion of mechanization of EOC agriculture, which is already freeing up farm labor to serve in the military, and the acquisition of large numbers of trained soldiers as POWs when the Army of God enters the fray and gets shredded. See the Vyazma Pocket in WW II for an example. Those soldiers have to go somewhere and they might as well be put to the work that the Church spent so much time and treasure to teach them. The idea is to seize only as much of western Trellheim as necessary for the bases and to fortify the Isthmus so as to give the ICN a secure base for raiding in Harchong and Dohlar's rear, with closing Hsing-Wu's Passgae entirely being the ultimate strategic goal. The general hostility of the Trellheimers is assumed, and that adds to the reasons for the foreign legionnaires to stick together and to fight rather than to mutiny or desert.

What it all finally boils down to are two questions. First is there any real need to worry about Trelheim? The second is whether or not the minor headache that Trelheim represents would be worth resourses that the Empire desperately needs elsewhere in the midst of a bare knuckle struggle for survival.

My own answer to both questions would be no.
