If that were the case many would die by bombardment. But what then? Mass destruction isn't a good start to reintegration! So perhaps as was written before destroy all orbital construction and picket the system - for generations, perhaps beaming down the Voice of Freedom! (Consider the final fate of the Thebans). But there would be a demand for those at the head of the MA to face trial too. (What about those iin power in the other star systems run by members of the MA?) As for the message, perhaps: "The reckoning for your centuries long evil is here."
