Why not switch russel crowe and david tennant, I never thought of Higgens as that old and he would fit protector benjamin fairly well, my own idea is either mel gibson or tom hanks for amos parnell as well, maybe Noah Wyle for andrew LaFollet as well
HotQ-era Protector Benjamin is supposed to be mid-thirties though, if I recall aright, young and with a sort of manic energy about him. If we were talking ART-era Benjamin, I could see Crowe in the role one hell of a lot better.
I've always thought of Allen Higgins as second-gen prolong - so not quite as weathered/mature as Hamish, but not as young as Honor is supposed to be - he strikes me as an officer somewhere between Hamish's generation and Honor's. Of course, I could be totally wrong on that, as his age is never given anywhere. But really, there's a very simple reason why I cast Crowe as Allen Higgins.
I have a massive crush on Allen Higgins.
I have a massive crush on Russell Crowe.
Follow my logic? Such as it is, and what there is of it?
