I agree that they wouldn't necessarily know it was Merlin or Nimue, but if someone takes a careful look at what has been going on, it will become quite clear that someone has been stirring the pot, particularly in Charis.

They would not know exactly who was doing it, but they would know that someone with knowledge of the Federation was manipulating things. The very names of some of the new discoveries would give it away--the most obvious are "algebra" and "Arabic numbers". Only someone who knows about the Federation would have come up with all those names.

1st the Archangels have to show up. Then they have to find people to explain what the Hell is going on. They can't tap into a global internet or system of orbital communications units. Merlin and OWL- mostly OWL- would have noticed such a system.

So what are they going to do? Send someone to drop in on the Ruling Clergy and ask them what is happening? Have someone get into the complex under the Temple (nice job for a ninja) or ping the equipment there for download for the last 500 years of data? Grab some farmer out on the fringe or a soldier crawing around after a battle (oh, sure, "I'm the Angel Timothy, tell me everything you know!")

Or they could just smash a bunch of armies, ships and what looks like Command & Control centers and, after landing, start the Inquisition. After all, "somebody" seems to have sprung a lot of "advanced" tech very quickly and they would want to find out who.

We shall see.

Actually, Merlin has noticed a system which might be capable of that--the Rakurai. We don't know what capabilities it has, but it does presumably maintain some kind of observation of the planet. It is entirely possible that there are sensors all over the planet which can dump their observations upon receipt of the right command.
