We know of a star system where all the orbital infrastructure got blown into dust bunnies, in need of alot of investment BUT whose space building work force didn't get blasted into kingdom come. But they're not going to be building starships for a while but could sure use a lot more merchant traffic while they rebuild that infrastructure. We also know of a star system whose infrastructure got blown to dustbunnies along with their work force, but not the tech designs and howto knowledgewho needs to build starships and quickly, and whose OJT could use a boost with MOSTLY trained workers.
So Prithchart makes a deal with the Lovat system leaders for a "five year plan" working with the RMN and Hauptman to build and service military and civilian hulls and station infrastructure modules in both Manticore and Lovat in return for bringing the Lovat work force & tech up to Manticoran standards.
Emigration is optional and not treasonous because Haven and Manticore are allied powers now....
Yes/no, thoughts?
I'd find it dramatically very satisfying. At the risk of making Rose cry, we could call it the Giscard Yard Complex.
On the other hand, it may mean spreading out Havenite yard capacity to at least a third major node (after Haven itself and Bolthole), and put recent Manticoran tech in a known location without the security of Bolthole or Haven. (Although Haven isn't that secure from espionage, and starting up somewhere the Alignment has had zero prior reason to try to penetrate, with a workforce they'd had trivial prior reason to penetrate, does have its appeal.)
