Clyntahn was made Inquisitor General about 20 years ago, so putting his type of intendants on the islands is quite likely as you point out; OTOH, Safeholdians are relatively long lived given their ordered healthy diet and exercise regimen, so those that were already there might have been left in place because those island nations weren't considered the threat Charis was.

I suspect RFC will deal with this in a couple sentences or a paragraph at most in the next book or two.

And of course Samuel Wylsynn arranged for his son to be exiled to Charis by Clyntahn, a fact that Clyntahn has conveniently forgotten. It's not clear if he was able to arrange for other similar inclined individuals to be exiled to other of the outer islands.

The problem about Louis R's monochrome picture of the Order is that one of the Wyllsyn vicars was a member and with enough influence and support to have been only just defeated in the last election for Inquisitor, possibly by ballot rigging. Also it's a big planet. All the things Louis mentions will have been Clyntahn's intentions and tendencies. How thoroughly he actually managed to remodel the order as a whole in his own image is more difficult to predict.

If Clyntahn is sending out only his cronies, how do we account for Maik (sp), Thirsk's attendant in Dohlar?

There would have been a number of intendents pre Clyntahn, and if they haven't been making waves, he has probably left them alone. In addition, there may well be a number of intendents who have only faked going along with Clyntahn's program, doing just enough to not be obviously obstructing him, but who will turn on him in a instant given the opportunity.
