One SF story had the theme that somehow they had managed to get everyone to have a light on their forehead which would light up if they lied. Give you strong odds that if anything along that lines gets done, there will be a back door exception for some people. The old bait and switch racket was used. Too often politicos use that with us. That is one reason to study at least recent history, such as voting records, and the real world results, if any.
