This is a BAD idea, and I can't see Merlin providing any support for and attempt to build such weapons.

All weapons are terror weapons.
There are no friendly weapons.
There are no civilized weapons.
The angle cannons are terror weapons.

The context here is weapons designed for use against civilian targets, not military ones. The V1 and V2 were designed to attack cities, not military targets.

So if the nation using a V1 Type Flying Bomb only used it against enemy military targets, it becomes a non-psychological- terror weapon?

The problem is that it isn't very effective against military targets. It simply wasn't accurate enough. It's only use was to terrorize the civilian population, because no one knew where it would hit (including the people launching it).

The reason the V-weapons were used against cities is that was the smallest thing they could target with any hope of hitting their target -- and only BIG cities at that.

Need to invent gyroscope and then figure some way to use it.
There have been several inventions where someone else saw a better use for it. The slightly sticking glue that is used in post-its for example.

Gyroscope is think which is now badly needed by army and when they will invent it. Navy will have some fun playing with it. But if they want to have very fast advancement with technology, without electricity they would stop in late XIX century.

No necessarily. If you have followed the 163x series, you should be aware that it is possible to build a fluidic computer. I believe that the estimate was that a cube about 3 ft on a side using fluidic gates could be the equivalent of a 8080 computer (Z80 processor) in terms of processing power. And no electricity, just pure water.

Both the V1 and V2 used gyroscopic guidance; they still couldn't hit the broadside of a square barn. With the doors closed.

Actually, it highly effective. It forced enemy to recall a lot of peoples, AA guns, radars, interceptors and other resources from the frontline to protect his territory.

As cost-effective weapon, V-1 was actually effective. The UK spend a lot more money on anti-air defense against them, then Germany spend on missiles.
