Hutch is right about the math, and the number of systems being between 100-201, and while there might have been abstentions etc, the popularity of the measure to end the war will hurt such weaselly mumbling nay-Sayers in the next election.
RFC once mentioned the peeps had some 270 star systems, and Eloise let half leave, with disputed systems having a referendum, so it might get close to 150.
Which might mean the senate is distributed according to population not system, as Charles Pickney proposed in the US constitutional convention in 1787, the largest states getting three senators [his term], the average two, and the least only one.
They might be chosen according to the most votes rather than by party, so the widest range of opinion is actually represented.

And the math works, so we know the Havenite Senate has 201 members.
So..does that mean it has 201 systems, or 100 systems with two senators each (and one presiding officer), or some other division of numbers (or maybe a few senators chose not to vote, or were sick, or were back on their home planets).
So IMHO, it's between 100-201 systems.
