Since at the time she did not stand in the line of succession to the steadholdership, she was not required to have an armsman.

But that had been before the Conclave of Steadholders awakened to the full implications of Benjamin Mayhew's alterations to Grayson's laws of inheritance. Daughters were no longer precluded from inheriting steadholderships, so the Conclave had determined that they should no longer be excused from the consequences of standing in the succession.

This was why Mateo became an armsman - to give her an armsman she already knew and trusted, in order to convince her to accept it.

Still a valid question tho --
Mateo was absent while Abbey and Helen were lunching (several times) with GWEN and Helga (unless Mateo was keeping an eye on them from the resturaunt bar with a beer in his hand.

I suspect that's exactly it. Honor's armsmen aren't always mentioned, either, but you know they're there. It could be that they aren't mentioned as much because Honor's become more used to their presence over the years.
