I can't speak for the southern portion of Idaho though) is average and takes people as they come. We're fairly easy going and save most of our scorn (jokingly) for transplanted Californians that have yet to survive a N. Idaho winter.

Never made it up to the panhandle when I was in Idaho during my Navy stint, but at INEL in South-Central Idaho, we DID have to run the prototype plants at full power one January to keep the cooling tower from icing up....
