I'm not so sure about that ratio. My understanding of Harchong is that it is a kingdom where the few, privileged, nobles lord over huge hordes of serfs. Based on this culture, I would not be surprised if the Sergeants and Lieutenants of the MHoGatA command oversized squads and platoons of serf conscripts.
