Desnair's got major problems with inflation, their middle class is being brutally squeezed, and their morale must be close to zero due to the major defeat suffered by Harless' army. According to to the "Great and Powerful RFC" the only thing keeping their economy running is their gold mines. If enough of the cash flow from these mines can be interrupted, the government will probably collapse, taking them out of the war.
Perhaps Merlin should arrange a major mine collapse for the most productive mine, taking it out of production. This could be done during an off shift, when no one is working the mine, or at some time when the miners have been pulled back for legitimate blasting, so that no one is hurt. Sounds good, until you remember what the Inquisition did after that barge exploded. Someone will start screaming about sabotage and then all the miners and their families will be tortured to death. Even if Merlin leaves evidence to show it was caused by outsiders the Inquisition will say that the miners must have been involved in some way.

Very good point. Perhaps it would be best to emphasize just how weak Desnair actually is and encourage South Harchong to take those mines. Perhaps OWL could print broadsides in South Harchong to help the burearcrats and aristos along that logical path. Those mines could offset quite a bit of the jihad's costs and pretty soon the ICN will cut off most contact between Howard and Haven anyway. Once the ICN enters the Gulf of Dohlar in force with those armoured behemoths, the CoGA can't really do much to stop South Harchong agrression towards Desnair with all those weapons they produced but cannot ship north.

Yes, but by that time the miners would already be dead. I don't think Merlin would see that as an acceptable exchange.

the thing is the capital still contains a portion of the navy of god. if the ICN goes and burns the ships, the docks abd wharfs, that has to hurt the city, and as it is the capital the whole empire.
